The State Corporation Commission has scheduled a technical conference for a comprehensive examination of data center load flexibility.
The technical conference, scheduled for December 12, 2025, is an opportunity to continue dialogue stemming from a December 2024 conference that explored emerging rate impacts associated with the interconnection of large-load customers.
As Virginia experiences unprecedented growth in energy demand, primarily driven by large-load customers, the Commission's scheduling order finds it is critical to explore potential innovative strategies that may enhance grid reliability, resilience and affordability and that align with the Commonwealth's clean energy objectives.
The proceeding may consider topics such as functional classification of data centers located throughout various regions of Virginia; physical and nonphysical technologies through which large interconnecting loads can be reduced and the associated reliability of such technologies; how load flexibility for new large-load customers could be integrated into Virginia electric utilities' demand-side management programs; the means through which load reductions achieved through flexibility could be measured and verified; and the notion of flexible flexibility (for example, creating mechanisms through which an inflexible large-load customer could "purchase" flexibility from other noncontiguous loads).
Anyone interested in participating as a panelist should submit a self-nomination by email to [email protected] no later than October 31, 2025. All submissions should refer to Case No. PUR-2024-00144 - Flexibility.
Details about panelists and an agenda for the technical conference will be announced in a supplemental notice.
Following the technical conference, the Commission intends to invite all interested persons to submit comments addressing issues raised during the technical conference.
The technical conference will be open to the public and streamed as a webcast.
