Rate and Fee Changes Approved by Mayor and Council, Effective July 1

The City of Tucson Mayor and Council approved the proposed rate and fee changes at the May 19, 2026, public hearing. The council also directed staff to return within 90 days with affordable housing relief options and committed to a one-year review of the fees and their impact on development activity. The new rates and fees take effect July 1, 2026.
Rate and Fee Changes

Right of Way permit and staff review fees - replaces numerous flat fees with a standard application fee plus hourly charges based on actual staff time. This aligns fees with the full cost of service and reduces the total number of fees from 37 to 23.

Loss of Value (LoV) fee - addresses pavement degradation caused by cuts needed for Right of Way (ROW) work. Fees scale based on pavement cut size and pavement age, with higher fees for newer pavement. DTM is implementing pavement degradation fees based on the age of pavement, and is phasing them in over three years. (First year, fees charged at 33%; second year, at 66%; third year, at 100%.)

Loss of Use (LoU) fee - places a value on the delays and impacts our community experiences when reductions in roadway capacity are created through these temporary closures.
