A two-speed transition: Europe advances on zero-emission goals, but regional gaps remain

21 October 2025

Transport & Mobility Leuven (TML) has released its third quarterly set of Key Performance Indicators (KPIs) tracking the EU automotive sector's progress toward zero-emission mobility for cars and vans.

Set against the EU's 2035 zero-emission target for all new passenger cars and light commercial vehicles, the Q3 KPIs show steady overall progress, but with persistent regional disparities that risk creating a two-speed transition across the continent.

The quarterly update continues to focus on four key areas:

  • Electricity grid - is Europe's network becoming smart and flexible enough to meet rising electric vehicle (EV) charging needs?
  • Consumer perspective - are EVs becoming more available and affordable for European drivers?
  • Charging infrastructure - is the network keeping pace with demand?
  • Manufacturing - are energy costs and supply chains supporting competitiveness?

Regular KPI monitoring remains essential to track progress and address gaps as Europe advances toward its zero-emission goals.
