The analytical report presents the results of a sociological study based on the Expert Survey Methodology for Assessing the Level of Corruption in Ukraine, approved by the order of the National Agency on Corruption Prevention (NACP).
It provides assessments of representatives of the anti-corruption expert sector of Ukraine regarding the implementation of the state anti-corruption policy, the dynamics of the level and prevalence of corruption in the state, as well as on the prevalence of corruption in 48 identified areas.
The results of a cross-section of the opinions of specialists, will provide an assessment comparable to 2023 data, and can be used in the further implementation of state-wide and sectoral anti-corruption reforms.
The study presents general indicators of corruption perception as of the end of 2025 (prevalence level, dynamics of changes in the level of corruption, assessment of the activities of anti-corruption institutions), as well as a comparison with the results of a standard survey on corruption in Ukraine (representative surveys of the population and business representatives) for 2025.
This research was conducted with the financial assistance under the OSCE Support Programme for Ukraine project "Supporting the development of effective tools for the prevention of corruption and enhancing anti-corruption compliance in Ukraine" in co-operation with the specialists from the NACP.
