Meeting with Head of the Chechen Republic Ramzan Kadyrov

President of Russia Vladimir Putin: How matters stand in the republic, Mr Kadyrov?

Head of the Chechen Republic Ramzan Kadyrov Kadyrov RamzanHead of the Chechen Republic : I would like to briefly report on the situation in the republic if I may.

First, thank you for taking the time to meet with me.

Thanks to your personal attention and support, the region's socioeconomic development has maintained steady momentum and is demonstrating strong results. Government programmes and national projects are being successfully implemented, and all social commitments are being met.

Last year, our own revenue grew by 122 percent which is above the planned figure. In 2024, we led Russia in terms of gross regional product growth rates. The national average stands at 104.5 percent, ours is 122.6 percent. Unemployment has reached an all-time low of 3.1 percent.

The Chechen Republic continues to actively participate in the special military operation. In total, more than 70,000 troops have been trained and deployed, of whom over 12,000 have been awarded state decorations. The Akhmat-Khadji Kadyrov Regional Public Foundation has sent 2,830 pieces of specialised equipment, including 291 armoured vehicles, approximately 18,000 quadcopters, approximately 113,000 sets of gear, as well as anti-drone and night vision devices and other equipment for the SMO needs. The foundation has also sent nearly 30,000 tonnes of humanitarian aid.

Mr President, as you are aware, severe floods hit the republic in late March. All means and resources have been deployed to provide relief; no casualties were reported.

Mr President, we are preparing for the elections of the head of the republic, members of the State Duma and the Parliament of the Chechen Republic, as well as for elections in 16 municipalities.

That concludes my report. Thank you for your time. If there are any issues that require your intervention…

Vladimir Putin: Mr Kadyrov, I have seen how hard you are working on disaster recovery. I have seen and I am aware that you worked with the Emergencies Ministry, your good acquaintance and friend, Minister [Alexander Kurenkov], whom I sent to the region. I hope everything will be done to support the people impacted by the flood. As I earlier requested with regard to Daghestan, we need to assess the situation as it actually is and to help everyone in need. That is my first point.

Secondly, I would like to thank you, the Chechen people, and all those residing in the republic, for the substantial support provided in connection with the special military operation. Your servicemen are fighting with courage and heroism; they are true warriors, as we all know. They are fighting for Russia and for their native homeland that is dear to all Chechens - for Chechnya. They are doing so with honour. Indeed, over 71,000 servicemen are participating in the special military operation, of whom over 20,000 are volunteers.

Regarding the socio-economic situation, which is generally stable in the republic, I am fully aware of this.

The upcoming election campaign will soon commence. I trust that the residents of the republic will continue to support you; much has been accomplished here under your leadership, and the region has undergone a remarkable transformation in recent years. This represents a notable and significant achievement for everyone living there.

However, I would like to draw attention to two points. First - the availability of preschool educational institutions. You are aware of this, as we have already discussed it: it is essential to take the necessary measures to increase the number of schools and preschool institutions. The birth rate in the republic is impressive, and this is highly positive; many other republics and constituent entities of the Russian Federation should follow Chechnya's example. If the entire country had such a birth rate, we would not face demographic problems or challenges. We will do everything possible to support this vital aspect of your endeavours.

Moreover, the number of medical specialists must also be increased. I know you are doing a great deal in this regard, creating conditions for doctors to stay and work in Chechnya while also attracting them from other regions of Russia.

I am aware that you are working tirelessly to ensure not only their safety but also their well-being and professional advancement.

Overall, I would like to express my gratitude for your efforts and wish you every success.

Ramzan Kadyrov: Thank you, Mr President. We will not disappoint you. With your approval, and provided the people elect me, I will continue to serve you as a loyal soldier and will never let you down.

Vladimir Putin: I know, Ramzan. I wish you success and all the best!

Ramzan Kadyrov: Thank you.
