Cornell Road Safety Improvements: Online Open House Now Open

Cornell Road connects neighborhoods, businesses, and community destinations in Hillsboro. The online open house provides an overview of planned safety improvements at the Cornell Road intersections at 17th Avenue and 21st Avenue. These locations experience turning conflicts, limited pedestrian visibility and challenges for people walking, biking and driving.
The project will improve safety along the corridor by adding ADA compliant curb ramps, new streetlighting and updated signs and pavement markings.
A new traffic signal will be installed at 21st Avenue, and right-in and right-out access will be added at 17th Avenue based on a recent traffic study. A traffic separator will also be built to support safer turning movements.

These improvements will support safer and more predictable travel through both intersections. Upgrades to lighting, crossings, and signal operations will improve visibility and reduce turning conflicts for people walking, biking, and driving.

Public comment is open through September 14, and the online open house is the best place to learn about the project. The site includes maps, explanations of each improvement, and a comment page for sharing feedback. Community input will help the project team understand local needs as design work continues.
Background
Cornell Road is a Washington County road, while 17th Avenue and 21st Avenue are City of Hillsboro roads. This effort is a coordinated project between jurisdictions to improve long term safety.
Design and right of way work is expected to finish between winter 2026 and 2027. Construction will begin in summer 2027.
This project is supported by the Oregon Department of Transportation All Roads Transportation Safety program, also known as ARTS. The project received more than two million dollars in ARTS funding and was selected for construction in the 2024 to 2027 Statewide Transportation Improvement Program cycle.
