REP. HOYLE STATEMENT ON VOTING AGAINST THE GOVERNMENT FUNDING BILL THAT MAKES HEALTH CARE MORE EXPENSIVE

For Immediate Release: November 12, 2025

WASHINGTON, D.C. - Today, U.S. Representative Val Hoyle (OR-04) voted 'No' on a bill that failed to address the impending Republican health care crisis. The Continuing Resolution (CR) does not extend Affordable Care Act (ACA) Enhanced Premium Tax Credits, which are set to expire at the end of this year. When combined with the Republican budget bill, 50,000 Oregonians in Rep. Hoyle's district are facing skyrocketing health care premiums or are at risk of losing their health care altogether.

After the vote, Rep. Hoyle released the following statement:

"My position on the CR has been clear: the price of my vote is what is in the best interest of my district and that means extending the ACA Enhanced Premium Tax Credits to ensure that health care is affordable and accessible. Having premiums increase by over 1,000% for working families and our most vulnerable citizens would be a betrayal of their trust and a middle finger to their struggles. Instead of bailing out Argentina for $40 billion, this administration should have been focused on providing the relief Americans desperately needed by extending these tax credits and working in a bipartisan way to lower the cost of health care delivery.

"Finally, this bill went to the Senate where they prevaricated for 38 days and actually made it worse by not only selling out the American people on health care, but also inserting provisions to pay off eight Senators who are being investigated for their involvement in January 6th and inserting prohibitions on the hemp industry without any legislative process and without any opportunity for public process.

"What happened today was wrong. However, I know I'm on the right side of history and will continue to fight for the people of the Central and South Coast of Oregon."

Background

  • The Yale School of Public Health estimates that changes to Medicaid, the ACA, and other health programs could lead to over 51,000 preventable deaths.

  • Congressional Republicans rejected multiple amendments offered by Rep. Hoyle and her colleagues to extend Affordable Care Act Enhanced Premium Tax Credits and ensure SNAP remains funded during a government shutdown.

  • The Senate Amendment to H.R. 5371 includes a range of unrelated policy provisions, including language that could upend Oregon's hemp industry and allow Senators to collect large payouts simply because they were investigated for their actions on January 6.

  • Rep. Hoyle has pushed Congressional leadership to protect wildland firefighters, air traffic controllers, TSA employees, SNAP recipients, the Coast Guard and other Oregonians from the effects of a shutdown.
