Colombia reaffirms commitment to victims' rights with voluntary contribution to the Trust Fund for Victims

The Republic of Colombia, a State Party to the Rome Statute of the International Criminal Court (ICC) since 2002, has made a voluntary contribution of EUR 17,000 to the Trust Fund for Victims (TFV), reaffirming its commitment to international justice and the rights of victims of crimes under the Rome Statute.

This unrestricted contribution advances the TFV's mandate to make visible the plight of victims, mobilise resources for their benefit, and implement programmes that serve them - encompassing both ICC ordered reparations and other programmes that address the physical, psychological, and material needs of victims and affected communities.

Ms Mônica Jacqueline Sifuentes, Member of the Board of Directors of the TFV stated, "Voluntary contributions are instrumental in fulfilling the TFV's reparative mandate. We commend Colombia's generous support and call upon fellow states in the region to strengthen the Fund through their own contributions. Every contribution counts and sends a powerful message: that the region stands with victims and is committed to justice and accountability."

Carolina Olarte Bácares, Ambassador of the Republic of Colombia to the Kingdom of The Netherlands stated, "Through voluntary contributions to The Trust Fund for Victims, Colombia reaffirms its commitment to international justice and to supporting those who have suffered the most severe consequences of crimes under the jurisdiction of this Court. The reparation of victims not only involves financial compensation, but also effective access to truth, justice, and guarantees of non-repetition. Addressing the needs of victims constitutes a key step in consolidating global peace, as it helps heal both individual and collective damages while strengthening trust in international institutions. In this sense, comprehensive reparation becomes an essential element in promoting more just and resilient societies committed to the protection of human rights."

Colombia's partnership with the TFV spans over a decade, beginning with its first voluntary contribution in 2011. This latest contribution reaffirms the country's commitment to reparative justice.

Background information about the Trust Fund for Victims

Voluntary contributions to the Trust Fund for Victims ensure the delivery of the reparative mandate of the International Criminal Court by funding services and activities that provide recognition, commemoration and material support through rehabilitative programmes.

The TFV appeals to States Parties and other entities to contribute to the delivery of reparations to victims in dire need, particularly in relation to the Ntaganda and Ongwen cases. The annual programme funding target of the TFV is set at a minimum of EUR 10 million.

Contributions to the Trust Fund for Victims qualify as Official Development Assistance (ODA)-eligible. TFV programmes for the benefit of victims of crimes under the jurisdiction of the ICC contribute to the broader impact of several United Nations Sustainable Development Goals (SDGs), including peace, justice, and strong institutions (SDG 16), poverty reduction (SDG 1), good health and well-being (SDG 3), gender equality (SDG 5), decent work and economic growth (SDG 8), reduced inequalities (SDG 10) and climate action (SDG 13).
