Chinese Delegation Attends the 11th Session of the Conference of the States Parties to the United Nations Convention Against Corruption

On December 15, 2025, the 11th session of the Conference of the States Parties to the United Nations Convention Against Corruption (UNCAC) kicked off in Doha, Qatar. Head of the Chinese Delegation and Vice Foreign Minister Hua Chunying attended and addressed the opening ceremony.

In her address, Hua Chunying stated that the Communist Party of China (CPC) and the Chinese government take a clear-cut stand against corruption. As a century-old party in long-term governance, one important experience of the CPC is its persistence in exercising full and rigorous self-governance and its unwavering commitment to the fight against corruption. China's battle against corruption has secured historic achievements, and wins the heartfelt support and broad endorsement of the people. The CPC has formulated the eight-point decision on improving work conduct, persisted in investigating and addressing instances of both misconduct and corruption, and striven to eradicate breeding grounds and conditions for corruption. The eight-point decision has become a "shining brand" of the CPC's self-supervision and self-governance. Its significance and value in promoting integrity, fairness, and honesty have increasingly transcended national borders. Next year, China will host APEC, during which a series of anti-corruption meetings will be held. All parties are welcome to actively participate to promote exchanges and cooperation.

Hua Chunying said that the current world faces various challenges, and the "five core concepts" of the Global Governance Initiative proposed by President Xi Jinping offer useful ideas for international cooperation to combat corruption. It is essential to stay committed to sovereign equality, international rule of law, multilateralism, the people-centered approach, and real results. Obligations under the UNCAC must be fulfilled faithfully and in good faith. Efforts should focus on fugitive repatriation and asset recovery to establish fast, convenient and efficient channels for practical cooperation. No "safe haven" should be provided for corruption crimes under any pretext, so as to advance the building of a more just and equitable global governance system against corruption.

The UNCAC is the most authoritative and influential international treaty in the field of anti-corruption, with 192 States Parties to date. This session lasts for five days. The Chinese delegation will fully participate in discussions on topics including implementation review, technical assistance, corruption prevention, asset recovery, and international cooperation.
