Congressman Biggs has reintroduced legislation defining issues he hopes to consider while serving on the House Judiciary Committee.

H.J.Res. 1 - Proposes an amendment to the Constitution of the United States to require that the Supreme Court of the United States be composed of nine justices.

H.R. 101, Judicial Administration and Improvement Act - Divides the U.S. Court of Appeals for the Ninth Circuit into two circuits.

H.R. 97, Injunctive Authority Clarification Act - Prohibits the issuance of national injunctions, which would disincentivize forum shopping and politicization of the judicial system.

H.R. 60, Knife Owners' Protection Act - Protects the right of law-abiding citizens to transport knives interstate, notwithstanding a patchwork of State and local prohibitions that burden Citizens.

H.R. 98, End Endless Criminal Statutes Act - Repeals ten federal provisions carrying unnecessary criminal penalties, including dressing up as a postal worker for Halloween.

H.R. 59, Mens Rea Reform Act - Requires a prosecutor to prove the defendant was aware that the conduct they engaged in is of a criminal nature or that their conduct was certain to cause the criminal result in question.

H.R. 95, One Bill, One Subject Transparency Act - Requires that each bill enacted by Congress be limited to only one subject.
