Maryland Sex Offender Indicted on Failure to Register Charges

Baltimore, Maryland - The U.S. Attorney's Office for the District of Maryland announced, today, that a Maryland man is facing indictment for a sex-offender registration crime.

Paul Revell, 42, of Pikesville, is charged with failure to register as a sex offender.

Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the indictment with Clinton J. Fuchs, U.S. Marshal for the District of Maryland (USMS), and Chief Robert McCullough, Baltimore County Police Department (BCPD).

According to the indictment, from July 16, 2026, through August 14, 2026, Revell, who is a convicted sex offender, knowingly failed to update a registration as is required by the Sex Offender Registration Notification Act under Federal law.

If convicted, Revell faces a maximum of 10 years in federal prison for failure to register as a sex offender.

Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge determines sentencing after considering the U.S. Sentencing Guidelines and other statutory factors.

This case is part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorney's Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. U.S. Attorney Hayes commended USMS and BCPD for their work in the investigation. Ms. Hayes also thanked Assistant U.S. Attorney Maryam Zhuravitsky who is prosecuting the federal case.
