April - June 2026

We would like to share some of the recent legal successes TMPA has had for our members. In this report, we will give the names of the attorneys who represented our members but omit the names of the members involved.

Kenneth Biggs - Biggs & Greenslade, P.C.
• Members were involved in an on-duty shooting. After review, the grand jury returned a no bill and members were cleared of any wrongdoing.

Steven Dunbar - Law Offices of Steven M. Dunbar
• Members were placed under IA for bodycam policy violations. Upon review, the case was administratively closed.
• Member was placed under IA for defamation of character. Upon review, the charges were not sustained.
• Members were named in a civil suit. During discovery, the Plaintiff's claims against members were dismissed.

Alex Guajardo - Statesman Law Firm
• Member was involved in an in-custody death. Upon review, member was cleared of any criminal misconduct.

Randall Moore - Leasor Crass, PC
• Member received a level 3 write up and 2-day suspension for insubordination and conduct unbecoming. After appeal, all charges were unfounded.

David Willis - David Willis, P.C.
• Member was placed under IA and terminated for conduct unbecoming. After appeal, member was reinstated and awarded full backpay.
