Senate Committee Approves Bills Safeguarding Homeowners, Homebuyers

HARRISBURG -The Senate Consumer Protection and Professional Licensure Committee, chaired by , today approved bills aimed at protecting homebuyers and homeowners while ensuring greater accountability in the housing and home improvement industries.

"A home is often the biggest investment in someone's life," Stefano said. "When Pennsylvanians make that commitment, they deserve qualified professionals who are held to a clear standard."

Senate Bill 907 sponsored by Sen. Frank Farry (R-6) would establish statewide licensing and oversight for home inspectors in Pennsylvania. As there is no current licensure requirement for home inspectors, many homebuyers have faced serious financial and health consequences from inadequate inspections. The bill aims to establish clear professional standards and accountability within the home inspection industry.

Senate Bill 1324 sponsored by Sen. Camera Bartolotta (R-46) strengthens the Home Improvement Consumer Protection Act to better protect homeowners from fraud and poor-quality work by home improvement contractors. Prompted by multiple incidents where contractors were taking advantage of homeowners, the legislation was developed in coordination with the Attorney General's Office of Consumer Protection to provide more stringent requirements for contractors and additional safeguards for consumers in Pennsylvania.

"Each of these bills is about protecting Pennsylvanians at every stage of being a homeowner," Stefano said. "We are focused on ensuring that consumers are treated fairly, have access to qualified professionals and can move forward with confidence when making major financial decisions."

The bills now move to the full Senate for consideration.
