America's Essential Hospitals is closely monitoring the executive orders signed by President Trump since he took office on Jan. 20, as well as related lawsuits challenging the executive orders and other agency actions. The association will continue to provide monthly lawsuit updates and real-time summaries of executive orders and related agency actions.
Since the association's last update, on March 10, a district court in Illinois granted a preliminary injunction stopping the Centers for Disease Control and Prevention from rescinding over $600 million in federal public health funding awarded to California, Colorado, Illinois, and Minnesota. Labor organizations filed a second lawsuit in the same court challenging the funding rescissions.
An Oregon district court found that the Department of Health and Human Services' December 2025 declaration banning "sex-rejecting procedures," also known as gender-transition care, for minors was unlawful. The declaration defined "sex-rejecting procedures," stated that such procedures for minors are neither safe nor effective, and warned that providers could be excluded from Medicare and Medicaid for administering such care.
A coalition of states returned to a California district court seeking enforcement of the court's preliminary injunction blocking the Centers for Medicare and Medicaid Services (CMS) from making mass transfers of Medicaid enrollee data to the Department of Homeland Security (DHS). The states allege that CMS shared a large dataset on Medicaid enrollees with DHS in violation of the preliminary injunction.
