Vice Minister for Strategy and Intelligence Jeong Yeondoo attended 「the Responsible AI in the Military domain Summit (hereinafter 'the Third REAIM Summit*')」. The Summit, co-hosted by the Republic of Korea, Spain, and the Netherlands, was held from February 4 to 5, 2026, in A Coruña, Spain. The Summit brought together government delegations from 85 countries, as well as experts from industry, academia, and civil society.
* The REAIM Summit (REsponsibile AI in the Military domain Summit) is a multi-stakeholder dialogue platform established to enhance international understanding of the responsible development, deployment, and use of artificial intelligence in the military domain, and to contribute to the development of related international norms.
※ Previous REAIM Summits: ▴First Summit (February 15-16, 2023, The Hague; co-hosted by the Netherlands and the Republic of Korea) ▴Second Summit (September 9-10, 2024, Seoul; co-hosted by the Republic of Korea, the Netherlands, Singapore, Kenya, and the United Kingdom) ▴Third Summit (February 4-5, 2026, A Coruña; co-hosted by Spain, the Republic of Korea, and the Netherlands)
The Third REAIM Summit focused on identifying cooperative measures to translate the principles of responsible military AI use ― reaffirmed during previous summits ― into concrete actions. The outcome document, 'Pathways to Action,' was adopted at the Summit. In preparation for the Summit, the Republic of Korea worked closely with Spain and the Netherlands, co-hosting five regional consultations in 2025 to disseminate the achievements of the REAIM process and to ensure substantive preparations for the Summit.
※ 2025 REAIM Regional Consultations: ▴Asia-Pacific (May 20-21, Seoul), ▴Europe and North America (June 5, Geneva), ▴West Asia and the Middle East (June 17-18, Islamabad), ▴Africa (August 27-28, Nairobi), ▴Latin America and the Caribbean (December 8-9, New York)
During the High-Level Segment held on February 5, Vice Minister Jeong noted that the REAIM Summit has continued to evolve by further elaborating relevant principles since first placing the issue of the responsible use of artificial intelligence in the military domain on the international agenda, and expressed the expectation that the REAIM process will contribute to shaping a responsible future alongside AI.
Vice Minister Jeong also highlighted the Republic of Korea's efforts to promote international cooperation on military AI, including its convening of the UN Security Council's Open Debate on 「AI and International Peace and Security」, and underscored that, under the national vision of "AI for all," the Korean government is strengthening its institutional and policy frameworks while undertaking practical measures to ensure the responsible use of AI in the military domain.
Since convening the first-ever AI-related Open Debate at the UN Security Council in September 2025, the Republic of Korea has continued to play a leading role in international discussions on military AI, including by tabling and leading the adoption of a UN General Assembly First Committee resolution on military AI last November, as well as by co-hosting the Third REAIM Summit. As a responsible global power, the government of the Republic of Korea will continue to contribute to enhancing international cooperation in addressing emerging security challenges, including the responsible application of AI in the military domain.
