On Wednesday, August 5, 2026, at approximately 6:30 p.m., officers assigned to the Portland Police Bureau's East Precinct responded to reports of an injury shooting in the 1400 block of Northeast 81st Avenue. When they arrived, officers located an adult male who had been pistol whipped and shot. Fortunately, the victim suffered non-life-threatening injuries. The suspect fled the scene. PPB's Enhanced Community Safety Team (ECST) launched an investigation and identified a suspect, Devin M. Stevens, 33, of St. Helens, as well as a vehicle associated with the shooting.
In the days following the incident, PPB's Focused Intervention Team (FIT) located and stopped Stevens and seized his vehicle and phones as evidence. This allowed investigators to develop further probable cause.
On Friday, August 28, 2026, officers arrested Stevens. He was transported to the Multnomah County Detention Center (MCDC) and lodged on the following charges: Assault in the First Degree, Assault in the Second Degree (three counts), and Unlawful Use of a Weapon (three counts).
