City of Independence Launches Nationwide Search for Next Police Chief

The City of Independence is taking the first step toward selecting its next Chief of Police by issuing a request for proposals (RFP) to begin a nationwide search.

City Manager Troy Anderson announced the effort, marking an early priority in his tenure and a significant moment for the Independence Police Department.

"This was a priority for me well before my first day on the job," said Anderson. "Selecting the right Police Chief is one of the most important decisions we'll make. We're looking for a leader who can build trust within the department, support our officers with strong training and leadership, and continue strengthening relationships within the community. This is about setting a clear direction for the future of policing in Independence."

Following a competitive request for proposals process that received seven submissions, the city manager selected SGR to assist with the Police Chief recruitment. SGR specializes in local government executive searches and has conducted dozens of police chief searches nationwide, including in Broken Arrow, Oklahoma; Chattanooga, Tennessee; and Topeka, Kansas.

Interim Police Chief Doug Brinkley, who has led the department since September, said the focus has been on preparing the organization for its next chapter.

"I'm proud of the progress we've made," said Brinkley. "We've strengthened communication, set clearer expectations, and kept moving forward. My job is to make sure the next Chief walks into a department that's ready to keep building on that."

Brinkley brings nearly 30 years of law enforcement experience, having served in departments in both Michigan and Texas. Under his leadership, the department has focused on improving internal communication, reinforcing standards, and supporting a positive workplace culture.

As the search moves forward, the City Manager's Office will work closely with the City Council, the Fraternal Order of Police, and members of the department to identify the qualities and leadership characteristics needed for the next chief.

Mayor Kevin King said the search reflects a shared commitment from City leadership.

"We said from the start this was a priority, and we meant it," said King. "This isn't just about filling a position; it's about finding the right person to lead the department, support our officers, and build trust in the community. We're going to take the time to get this right."

The City expects to complete the selection process by late fall and a new Chief sworn in by October.
