Higgins Earns Perfect 100% Rating on Heritage Action Scorecard

WASHINGTON, D.C. - Congressman Clay Higgins (R-LA) was recently celebrated for achieving a 100% rating on Heritage Action's Scorecard for the 119th Congress.
