Upgrade your home's comfort and efficiency with permit fee coverage up to $820

The Community Development Department, in partnership with Santa Barbara Clean Energy (SBCE), is offering an express permit for the replacement of an existing gas or electric resistance heating, venting, and air condition system, (HVAC system) with an energy-efficient heat pump system.

Why Switch to a Heat Pump?

Heat pump HVAC systems are fully electric and provide super-efficient heating and cooling in one system while supporting a healthier and more comfortable indoor environment. These systems also help reduce greenhouse gas emissions and support the City's climate goals.

Permit Fee Coverage Available

SBCE, the City's nonprofit clean electricity provider, will cover eligible Mechanical Express Permit fees up to $820 for qualifying heat pump HVAC replacements.

To receive the permit fee coverage, applicants must select "Yes" in the City's online Mechanical Permit application indicating participation in the SBCE program. Any permit fees exceeding $820 will be the responsibility of the applicant.

Additional Incentives Available

SBCE also offers financial incentives to help with the purchase and installation of heat pump systems, as well as associated electrical work. More information can be found at: SantaBarbaraCA.gov/HEAP.

This new HVAC permit joins the existing Water Heater Replacement permit for heat pump water heaters, which also includes SBCE permit fee coverage and financial incentives.
