Notice of Public Comment Hearings for Cryptocurrency Draft GEIS

The New York State Department of Environmental Conservation (NYS DEC) made available the draft generic environmental impact statement (GEIS) for cryptocurrency mining operations that use proof-of-work authentication methods to validate blockchain transactions on May 21, 2025. NYS DEC is holding eight virtual public comment hearings, for regions of the state named in the cryptocurrency mining law, before an Administrative Law Judge (ALJ) via WebEx electronic webinar as follows and accordingly is reasonably accessible to persons with impaired mobility. All are welcome to attend and speak at any of the hearings listed below; residents of the region will have priority for speaking.

1. Finger Lakes - July 9, 2025 at 2:00 PM
2. Western New York - July 9, 2025 at 6:00 PM
3. Southern Tier - July 16, 2025 at 2:00 PM
4. Central New York - July 16, 2025 at 6:00 PM
5. Mohawk Valley - July 22, 2025 at 2:00 PM
6. North Country - July 23, 2025 at 4:00 PM
7. New York City/Long Island - July 30, 2025 at 2:00 PM
8. Capital Region/Hudson Valley - July 30, 2025 at 4:00 PM

WebEx and registration details can be found at https://dec.ny.gov/environmental-protection/climate-change/statutes-reg…Persons wishing to comment at a virtual hearing must register to speak no later than 4:00 p.m. on the day before hearing date. The ALJ may limit the amount of time each speaker has to comment to ensure that all individuals have an opportunity to be heard. Any person may listen to the hearing without pre-registration.

All participants will be muted upon entry into the hearing. The ALJ will call each person who has registered to speak in the order in which they registered. The ALJ will continue the hearing until everyone wishing to speak has been heard or other reasonable arrangements have been made to include their comments in the record. We recommend that lengthy comments be summarized for oral presentation and submitted in writing. Equal weight will be given to oral and written comments. The hearing will be transcribed for inclusion in the record.

Language interpretation services shall be made available to persons with limited English proficiency, including American Sign Language, at no cost. Requests must be received 10 calendar days before the hearing, but the NYS DEC will make every effort to fulfill requests received closer to the hearing date. This draft GEIS is being published pursuant to Chapter 628 of the Laws of 2022 (also referred to as "the cryptocurrency mining law") which directs the NYS DEC, in consultation with the New York State Department of Public Service, to prepare, pursuant to Article 8 of the Environmental Conservation Law, a GEIS on cryptocurrency mining operations that use proof-of-work authentication methods to validate blockchain transactions.
