New Bicycle and E-Conveyance Safety Ordinance Now in Effect

The City of Santa Barbara adopted a new ordinance in March 2025 that outlines updated rules for safely operating bicycles and electric transportation devices (or "e-conveyances") on public roads, sidewalks, bike paths, and shared spaces. The goal is to improve safety for all users of public spaces-whether riding, walking, or driving.

Key Points from the Updated Ordinance:

• Unsafe Riding is Prohibited: Bicycles and e-conveyances must be operated safely. Unsafe riding includes riding against traffic, speeding, ignoring traffic signs, performing stunts, or failing to yield to pedestrians or vehicles when required.
• Helmet Use: Riders under 18 must wear a properly fitted and fastened helmet at all times.
• Sidewalk Rules: Riding bicycles or electric bicycles on sidewalks is not allowed, except in designated areas approved by the City.
• Riding Position: When moving slower than traffic, riders must stay as far to the right as practical unless preparing for a left turn, passing, avoiding hazards, or on a one-way street.
• Riding in Groups: No more than two riders may ride side-by-side unless in a bike-only lane or path.
• Yielding at Sidewalks and Alleys: Riders must yield to pedestrians when entering or crossing sidewalks or emerging from alleys, driveways, or paths.
• Parking: Bicycles, motorized bikes, and e-conveyances must not block sidewalks or pedestrian paths and must follow any posted no-parking signs.
• Equipment Requirements: Bicycles and electric bikes must have:
  • A working brake,
  • Front and rear wheel reflectors,
  • A rear reflector,
  • A front white light visible from at least 300 feet when riding at night.
• Tampering is Illegal: It is unlawful to alter or remove a bicycle or e-conveyance's manufacturer serial number.
• Enforcement and Fines:
  • First violation: up to $100
  • Second violation (within 1 year): up to $200
  • Third or additional violations (within 1 year): up to $500
• Youth Violations and Parental Responsibility:
  Minors who violate the ordinance must complete the City's Youth Diversion Program focused on bicycle and e-conveyance safety. If the minor fails to participate, an administrative fine will be issued, and the parent or guardian will be financially responsible. If a minor's unsafe riding causes damage to public property, the City may also pursue reimbursement from the parent or guardian.
