Globally Recognised CBI/CIP Expert to Deliver ECCB’s 27th Sir Arthur Lewis Memoria...

29 October 2025, Basseterre, Saint Christopher (St Kitts) and Nevis - The Eastern Caribbean Central Bank (ECCB) will host its 27th Sir Arthur Lewis Memorial Lecture on Wednesday, 5 November, at 6:00 p.m. in the Sir Cecil Jacobs Auditorium, ECCB Campus, Saint Christopher and Nevis.

Dr Kristin Surak, a globally recognised authority on citizenship by investment (CBI/CIP), will deliver this year's lecture under the theme: "Development by Design: Leveraging Citizenship for Economic Resilience in Small Island Developing States."

Dr Surak serves as Associate Professor in Sociology at the London School of Economics and Political Science. She is the author of the landmark book, The Golden Passport: Global Mobility for Millionaires, which has set the standard for research in the citizenship by investment field. Her work examines how countries generate revenues through citizenship programmes, how wealthy individuals use them to expand their global access, and how these dynamics shape development, inequality, and economic resilience.

The Sir Arthur Lewis Memorial Lecture series honours the Nobel Laureate's enduring contributions to development economics and his vision of advancing resilience in small states. In that spirit, Dr Surak's expertise on citizenship by investment provides timely insights for the Eastern Caribbean Currency Union, where these programmes play a vital role in financing transformation and bolstering economic resilience.

Dr Surak's lecture comes at a pivotal moment, as the ECCB spearheads the establishment of the Eastern Caribbean Citizenship by Investment Regulatory Authority, to regulate and enhance governance of CBI/CIP programmes across the region, ensuring their transparency, credibility, and long-term sustainability.

The lecture will be livestreamed on ECCB Connects' YouTube channel and Facebook page, and simulcast live on television and radio networks and news-related social media platforms across the eight ECCB member states.
