Call for proposals: strengthening the European Child Guarantee and supporting Roma NEETs

This call supports the implementation of the EU Anti-Poverty Strategy by supporting vulnerable children, in line with the objectives and actions set out in the Communication 'Breaking the cycle of child poverty - strengthening the European Child Guarantee', and to support youth, in line with the Council recommendation on reinforcing the Youth Guarantee.

It is divided into two strands.

Support for vulnerable children

The first strand aims to strengthen the European Child Guarantee by supporting innovative, integrated services for children in need. With a budget of €12 million, it focuses on improving access to essential services, enhancing coordination among stakeholders and scaling up effective solutions.

The call targets Child Guarantee Coordinators/contact points, as well as local and regional public authorities and NGOs delivering relevant services.

Helping Roma NEETs into work

The second strand supports transnational projects designed to improve access to employment for Roma young people not in employment, education, or training (NEETs). With a budget of €5 million, it promotes tailored activation pathways combining outreach, skills development and employment support, while generating evidence for more inclusive labour market policies.

Eligible applicants include consortia of public employment services, private companies (including SMEs and social enterprises), public authorities, social partners, training providers, NGOs, and funders.

Deadline for submission of applications: 30 September 2026.
