Gaydos Champions Health Care Reform to Support Small Business Growth

HARRISBURG - As part of a continued effort to strengthen Pennsylvania's economic climate and support small businesses, which are the driving force of the state's local economies, Rep. Valerie Gaydos (R-Allegheny) has reintroduced legislation that would allow small businesses to join together to offer affordable health care benefits to employees. House Bill 1444 is being put forward as the House Republican Policy Committee wraps up a series of hearings focused on "Cutting Costs, Creating Commerce," including a recent event in Gettysburg addressing tax reform and pro-growth solutions. "Small businesses are the heart of our local economies and the key to revitalizing Pennsylvania's workforce," said Gaydos. "At a time when we are competing with other states such as Texas and Florida for jobs and investment, we need to empower our entrepreneurs, not burden them. Giving small employers the ability to offer competitive health benefits levels the playing field and helps them attract and retain top talent." Gaydos first introduced this legislation in March 2022 to allow small businesses to form association health plans. These plans would allow employers to pool together to negotiate better insurance rates, spreading risk and reducing costs in the same way large corporations already do. "This is not a new idea. It is already working in more than 30 other states," said Gaydos. "It is time for Pennsylvania to catch up and give our small businesses the tools they need to compete. This bill ensures coverage remains high quality and compliant with the Affordable Care Act, while restoring the right of small businesses to work together." The bill works alongside other ideas discussed at the recent hearing in Gettysburg, such as expanding tax breaks for businesses and getting rid of Pennsylvania's Accelerated Sales and Use Tax. These changes are part of a larger effort to help Pennsylvania grow again by updating the tax system and making it easier for businesses to create jobs. "Pennsylvania has the personnel, resources and strategic location to lead the nation again, but we must stop standing in our own way," said Gaydos. "Modern, pro-business policies like this health care reform are how we grow our economy and build a stronger future for all Pennsylvanians." The legislation has been referred to the House Insurance Committee for consideration.
