Governor Matt Meyer Nominates Judge Monica A. Horton to New Castle County Superior Court


WILMINGTON - Governor Matt Meyer today announced the nomination of Judge Monica A. Horton to serve on the New Castle County Superior Court. Judge Horton's nomination is a result of her extensive legal experience, commitment to public service, and demonstrated judicial leadership.

"Judge Horton brings a wealth of professional knowledge and a steadfast dedication to impartiality and fairness," said Governor Matt Meyer. "Monica has consistently demonstrated intelligence, integrity, and compassion. She brings a balanced perspective, deep understanding of both civil and criminal matters, and unwavering commitment to justice make her exceptionally qualified for the Superior Court."

Judge Horton, who is also a registered nurse, must be confirmed by the Delaware State Senate.

ABOUT THE NOMINEE

Judge Monica Horton graduated from the University of Delaware with a degree in Biology in 1997, and completed her nursing degree there in 2000. After several years working as a Labor and Delivery RN at Christiana Care, her law background began after graduating from Temple University Beasley School of Law in 2007 where she was the Associate Editor of the Temple International & Comparative Law Journal.

She then clerked for the Honorable Arlene Minus Coppadge and the Honorable Robert B. Coonin in the Family Court of the State of Delaware. In private practice at Marshall, Dennehey, Warner, Coleman & Goggin, she focused on medical malpractice defense and learned the importance of diligence, repetition, and professional tenacity.

In January 2013, Judge Horton commenced her public service with the New Castle County Office of Law, representing County interests in civil litigation and workers' compensation matters. She also continued to work as nurse in 2015. She then moved to the Delaware Department of Justice in 2016, serving as general counsel for the Division of Medicaid and Medical Assistance and later leading the Health Law Unit in the Civil Division. As Unit Head, she guided Deputy Attorneys General on compliance, drafted legislation and regulations, and advised on sensitive health privacy laws including HIPAA.

In 2020, Judge Horton was appointed to the Court of Common Pleas for the State of Delaware. In her current role, she presides over both criminal and civil cases, managing jury and non-jury proceedings with a balanced and empathetic approach. Her colleagues commend her for her unwavering commitment to due process, thoughtful opinion writing, and ability to engage respectfully with all courtroom participants.
