Under ICANN's Bylaws, the Empowered Community may consider whether to reject any of the plans adopted by the ICANN Board. If no Empowered Community rejection process is pending, the adopted plans will go into effect on 1 July 2026.
Community participation and engagement in the planning process is a cornerstone of ICANN's transparency and accountability to the public. The FY27-31 Operating and Financial Plan and FY27 Operating Plan and Budget were the result of 11 months of collaboration among the ICANN organization and the Board, the community, and the Public Technical Identifiers Board. ICANN thanks all community members who participated in this important process and contributed to its successful outcome.
ICANN held an informational webinar to present the community input received via Public Comment and the resulting updated plans. The recording of the webinar and Table of Changes document, outlining the revisions to the plans from the draft versions, is posted on the ICANN Finance and Planning Community Group Workspace.
