City of Pasadena Encourages Property Owners to Complete Rental Registration by October 31

PASADENA, Calif - The City of Pasadena's Rent Stabilization Department (RSD) reminds property owners that the deadline to complete the 2026 Rental Registration is Saturday, October 31. With the RSD office scheduled to be closed on Friday, October 30, and Saturday, October 31, property owners are encouraged to complete their registration and submit payment early to avoid potential late fees. Registering ahead of the deadline will also allow sufficient time to seek assistance, ask questions and resolve any issues that may arise during the process.

The annual registration period began September 1, 2026, and requires all residential rental properties in Pasadena to be registered with the City's Rental Registry. As part of the annual registration process, property owners must submit the required property and unit information and pay the 2026 Rental Housing Fee of $236.54 per unit.

Certain rental units may qualify for exemptions from the Rental Housing Fee. Property owners who believe their units qualify for an exemption are encouraged to review the eligibility requirements and submit the appropriate exemption application through the Rental Registry. RSD recommends completing the exemption application process first to allow staff to review and determine eligibility before property owners proceed with the remaining registration steps. For more information about exemptions and eligibility requirements, visit the Rental Registry FAQ or contact RSD for assistance.

The City is providing a seven-day grace period through November 7 to give property owners additional time to complete their registration or resolve any issues they may encounter during the process. Beginning November 8, late fees will be assessed on unpaid registration fees, with the amount increasing based on how long payment remains outstanding.

Late Period Late Fee Additional Fee Per Unit
November 8-December 15, 2026 15% $35.48
December 16, 2026-January 29, 2027 30% $70.96
January 30, 2027, and after 50% $118.27

To assist property owners before the deadline, RSD will offer its final walk-in registration assistance sessions this month at the RSD office, 199 S. Los Robles Ave., First Floor Conference Room. Rental Registry staff will be available to answer questions, provide guidance through the registration process and help resolve issues property owners may encounter.

The remaining sessions are scheduled for:

  • Thursday, October 22 - 9 a.m. to 12 p.m.
  • Thursday, October 29 - 9 a.m. to 12 p.m.

Property owners should bring their Rental Registry account login information and the most up-to-date information about their rental property and units. The sessions are free, open to the public and do not require an appointment. Those unable to attend may also schedule an individual appointment with RSD staff.

Registration can be completed through the City's Rental Registry portal at Bit.ly/PasadenaRentalRegistry. Once the required registration information has been submitted, payment can be made through one of the following methods:

  • Online: Pay by credit card or e-check through the Rental Registry portal.
  • In person: Pay by check, cash, credit card or debit card at City of Pasadena Municipal Services, 100 N. Garfield Ave., Room N106, Monday through Friday, 7:30 a.m. to 5:15 p.m. Bring a copy of the invoice. Payments are not accepted at the RSD office.
  • By mail: Pay by check using the instructions on the invoice, including the invoice number, parcel number and billing period. Include the payment slip and mail the payment early to allow sufficient time for processing.

Payments must be made in full as partial payments are not accepted.
