Streets Department Announces Roadway Improvement Work to Begin in Lemon Hill on Monday, October 6

Temporary daytime road closures and posted no-parking restrictions will be in effect

PHILADELPHIA - The City of Philadelphia Streets Department will begin street resurfacing and construction of other roadway improvements throughout Lemon Hill on Monday, October 6, 2025.

Street resurfacing work will continue through the end of October. This work will occur in separate phases-milling, paving, and line striping-requiring temporary lane closures and no-parking restrictions.

Additional work on sidewalks, ADA ramps, and curb realignment will continue through the end of November. This work will improve accessibility, calm traffic, reduce crossing distances, and enhance safety for all roadway users.

This project includes:

  • Resurfacing of 20,500 square yards on Sedgley Drive, Poplar Drive, Lemon Hill Drive, and the Lemon Hill Mansion parking lot.
  • Leveling and grading of the driveway near Sedgley Porter House.
  • Upgrades and improvements to 1,700 feet of sidewalk along Sedgley Drive, Poplar Drive, and Girard Avenue.
  • Installation of 12 ADA ramps throughout Lemon Hill, including two new ramps at the mid-block crossing on Sedgley Drive (near the basketball court).
  • Curb realignments and bump-outs at multiple corners, including:
    • Southeast corner of Sedgley & Poplar Drive.
    • Northeast corner of Poplar Drive & Poplar Street.
    • Northwest corner of Brewery Hill & Girard Avenue.
    • 33rd Street north of Girard Avenue
  • Trenching and installation of water service lines and backflow preventers by the Streets Department, and the installation of potable water access points by the Philadelphia Water Department.

This $1.5 million project is funded by City Capital Funds. This work is being completed through an existing Streets Department contract by James J. Anderson Construction Co, Inc.

In addition to this work, the Pennsylvania Department of Transportation announced they will be making improvements along Girard Avenue and on the Girard Avenue Bridge. This work includes:

  • Installation of 10 ADA ramps at the intersections of Girard Avenue and 31st Street, 33rd Street, and Brewery Hill Drive.
  • Sidewalk and box guide rail repair along the Girard Avenue Bridge.

Residents and visitors to the Lemon Hill area should check regularly for posted no-parking signage, which will provide updates on when work will occur. The timeline is fluid, given the weather and other conditions that could affect the project. The Streets Department asks everyone traveling near roadwork to slow down, pay attention, and follow all detours and directions.
