Wall Street Bought Up Thousands of Single-Family Homes. Now, They’re Going Up for Sale

New federal legislation is reshaping how institutional investors approach the single-family housing market, prompting many to sell off existing properties and rethink their acquisition strategies. According to Realtor.com, large investors have been pulling back from single-family home ownership for several years now, with large-investor activity down a sharp 70 percent from 2021 levels. Small "Mom-and-Pop" investors have stepped further into the market, accounting for roughly two-thirds of investor purchases.

Jeff Holzmann, COO of Dallas-based real estate investment firm RREAF Holdings, told Realtor.com that he thinks the ban will help homebuyers significantly by reducing competition and stabilizing prices. "It's uncommon to see Wall Street buy entire neighborhoods," Holzmann says. "But the reality is, when your home is owned by a Wall Street company, what happens is it becomes someone else's product. When there's a board yelling at a CEO to make more money, the only way to do it is to raise the rent."

A new investor report from Realtor.com showed that the share of home sales to investors ticked up slightly to 11.3 percent in 2025, up 0.3 percentage points compared to the year before. "Since then, the housing market has changed markedly. Inventory levels in many areas have returned to, or even exceeded, pre-pandemic norms, while home price growth has moderated and rent increases have slowed," says Realtor.com senior economist Hannah Jones. "In 2025, investor buyer activity held relatively steady both in terms of purchase count and market share."
