MSRB ANNOUNCES NEW BOARD MEMBERS FOR FY2027
Washington, D.C. - The Municipal Securities Rulemaking Board (MSRB) today announced that it has elected four new Board members, who will each serve four-year terms beginning on October 1, 2026.
The announcement follows MSRB's fourth quarterly Board meeting of FY2026, where Alexander Chilton was elected to serve as Board Chair and Pamela Frederick was elected to serve as Vice Chair for one-year terms beginning on October 1, 2026.
"MSRB is pleased to welcome this new class of Board members," MSRB CEO Mark Kim said. "They bring a strong mix of market knowledge, public finance experience and industry leadership that will support MSRB's mission to protect investors, issuers and the public interest and promote a fair and efficient municipal securities market."
The new public members joining the MSRB Board in FY2027 are Jonathan Fiebach, former CEO of Ficc.ai Corp., and David Womack, Deputy Director, Financing Policy and Coordination, New York City Office of Management and Budget. The new regulated members joining the Board are Elizabeth Coolidge, Head of Public Finance, Oppenheimer & Co. Inc., and Jeff White, Managing Member, Columbia Capital Management, LLC.
In addition, Vivian Altman, Head of Northeast Banking at Huntington Capital, will return to the Board for a three-year term beginning on October 1, 2026.

Elizabeth (Beth) Coolidge is Head of Public Finance for Oppenheimer & Co. Inc., where she leads a national team focused on every sector of the municipal marketplace. Coolidge brings over 35 years of industry expertise and has been recognized as a Trailblazing Woman in Public Finance by The Bond Buyer. Prior to her current role, Coolidge led UBS's Midwest public finance unit where her team received the Deal of the Year award. She holds a Bachelor of Arts in English from the University of Illinois-Champaign/Urbana.
Jonathan Fiebach is the former CEO of Ficc.ai Corp., where he advanced the organization's goal of modernizing fixed income with artificial intelligence and blockchain technologies. His previous roles included Head of Cross Asset and Head of Fixed Income for Clark Capital Management Group, Co-Founder of Duration Capital, and Head of Fixed Income for Susquehanna International Group. Fiebach has over three decades of experience building, scaling, and leading high-performance investment platforms and a proven track record in risk management, fintech product design, and data-driven market innovation. He holds a Bachelor of Science in Business Administration and Political Science from Albright College and is a co-author of The Handbook of Municipal Bonds.
Jeff White is Managing Member of Columbia Capital Management, LLC, serving as the firm's chief executive and working across all of its practice areas. Prior to his current role, he spent more than a decade in local governments in three states, including service as a city manager, assistant city manager, department head and budget director. White holds a Bachelor of Arts in Political Science from the University of Michigan and a Master of Public Administration in Local Government Management from the University of Kansas.
David Womack is the Deputy Director, Financing Policy and Coordination Task Force at the New York City Office of Management and Budget, where he is responsible for managing the city's capital financing activities. Womack also serves as Executive Director of the New York City Transitional Finance Authority, Chief Executive Officer of the New York City Municipal Water Finance Authority and President of the Hudson Yards Infrastructure Corporation. Prior to his current roles, he spent over 35 years as an investment banker and financial advisor. Womack holds a Bachelor of Arts in Administrative Sciences and Mathematics and Statistics from Yale University and an MBA with a concentration in Finance from Tuck School of Business at Dartmouth College.
