CRITICAL INCIDENT VIDEO FOR OFFICER-INVOLVED SHOOTING THAT
OCCURRED ON DECEMBER 24, 2025
BRENTWOOD, CA - The Brentwood Police Department is releasing a Critical Incident Video related to the officer-involved shooting that occurred on December 24, 2025.
At approximately 10:55 p.m., Brentwood Police Officers conducted a traffic enforcement stop in the area of Balfour Road and Foothill Drive for suspicion of DUI. The driver identified as Romaine Morgan, a 43-year-old male from Stockton, California was the only occupant in the vehicle.
During the DUI investigation, officers developed probable cause to search the vehicle which was registered to Morgan. During the search, officers located a loaded firearm concealed on the front passenger-side floorboard. When officers attempted to arrest Morgan, he physically resisted officers and was able to gain control of the firearm. One Brentwood officer discharged their service weapon striking Morgan.
Several officers rendered emergency medical aid until paramedics arrived on scene. Morgan succumbed to his injuries on scene.
The investigation remains ongoing and the Contra Costa County District Attorney's Office is conducting a parallel investigation in accordance with the Law Enforcement Involved Fatal Incident Protocol.
The video is being released in accordance with the law and includes body-worn camera footage from the officers on scene and in-car camera video. Viewer discretion is advised due to the sensitive nature of the video.
