The universities that comprise the Vives Network, the University of Santiago de Compostela, the Public University of Navarre, the University of the Basque Country, the University of Deusto, the Mondragon University and EUNEIZ University emphasize the significance of this step as "recognition of the inherent diversity in the EU, as well as the rights to linguistic communication, academic freedom and scientific creation specific to the university setting."
University rectors express their support for the request the Spanish Government has submitted to the European Commission. The manifesto, which is open to new signatories, points out that four out of ten citizens of the Spanish State speak one of the three languages and that "together, they have more than 13 million active speakers, above the average of other official EU languages."

The universities thank the Spanish Government for the initiative submitted to the EU Council and call on the political representatives of the Spanish State to support it "in line with the broad social consensus that this language issue entails."
