The head of the National Assembly delegation to the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), Petar Kanev, participated in the 65th meeting of the Assembly's Social and Humanitarian Policy Committee in Baku, Azerbaijan.

Petar Kanev made a statement on the main topic of the meeting, "Artificial intelligence for sustainable socio-economic development in the BSEC region - social aspects." According to him, intelligent systems are being used more and more in many areas of society and industry and bring a wide range of economic, environmental, and social benefits. Petar Kanev pointed out that their successful implementation has the potential to accelerate the socio-economic development and global competitiveness of the countries in the region. The head of the Bulgarian delegation to PACE emphasized that the implementation of artificial intelligence in the field of labour and human resource management poses serious challenges and changes both traditional economic models and forms of employment in the labour market. Petar Kanev noted that these technologies pose serious legal and ethical challenges for countries in terms of protecting workers' rights, equality, privacy, and access to justice. He specified that questions about whether and how artificial intelligence affects workers' career development lead to a lack of transparency in legal relationships and can exacerbate social and economic inequality.

Petar Kanev pointed out that employment relationships are and must remain personal, and that the subjective relationship cannot be subordinated solely to algorithms. Therefore, it is necessary to ensure that people and their rights are at the center of digital transformation, he believes. According to him, workers should not be treated as "data" in a system without understanding the logic of management.

Petar Kanev noted that Bulgaria is taking consistent steps to regulate the use of digital technologies. In his opinion, the improvement of national legislation in relation to digital changes must continue, and options for regulating the new realities for workers must be sought.

In his speech, Petar Kanev emphasized that when determining policies in the field of artificial intelligence, parliaments and governments should consider the new realities as a source of potential, but also of risk. Measures need to be developed and implemented to reduce the potential for social exclusion, prevent discrimination, and protect fundamental human rights, he said.
