WASHINGTON - Today, the United States Senate passed Congressman Ralph Norman's (R-SC) legislation, H.R. 3377, authorizing the President to award Major James Capers Jr. the Medal of Honor for acts of valor while serving in the U.S. Marine Corps during the Vietnam War.
A native of Bishopville, South Carolina, Major Capers distinguished himself through repeated acts of heroism in combat. In the spring of 1967, while leading a Marine reconnaissance team near Phu Loc, Vietnam, Capers and his unit came under intense enemy fire. Despite suffering severe wounds, Capers repeatedly exposed himself to danger to direct his Marines and ensure the survival of his team. His actions saved lives and embodied the highest traditions of the U.S. Marine Corps and the U.S. Armed Forces.
For years now, Congressman Norman has led the effort to ensure Major Capers receives the recognition he so rightly deserves. With the Senate's passage of H.R. 3377, the legislation now heads to the President's desk, paving the way for this American hero to receive the nation's highest military honor.
"Major James Capers, Jr. demonstrated extraordinary courage and leadership during the Vietnam War, risking everything to save his fellow Marines while severely wounded," said Congressman Norman. "His heroism has been known for decades, but the recognition he deserves has been far too long in coming.
"I'm proud Congress has acted to send this legislation to the President's desk to ensure Major Capers receives the Medal of Honor, the nation's highest military award for valor, and the gratitude of a nation he served with honor. We applaud you, and our nation thanks you for your service."
The Medal of Honor is reserved for those who go above and beyond the call of duty at the risk of life itself. Major Capers' courage to his Marines embodies the very spirit of this award. Once signed by the President, the legislation will authorize the formal awarding of the Medal of Honor to Major Capers.
