This Morning, a Technical Incident Occurred on the Energy Grid; Stabilization and Restoration of Services for the Population Are Now Ongoing - Address by the President

Dear Ukrainians!

Today, the Government, the Ministry of Energy, all our energy companies, and regional and local authorities have been working in emergency mode all day. This morning, a technical incident occurred on the energy grid: two lines between Romania and Moldova, as well as lines on Ukrainian territory, stopped operating. The causes are being thoroughly investigated. As of now, there is no confirmation of external interference or a cyberattack. Most indications point to weather: ice buildup on the lines and automatic shutdowns.

Kyiv and central Ukraine, also the Vinnytsia region, Chernihiv, Kharkiv, and our Sumy region, have faced the most severe impact. The necessary services were deployed immediately. Over the course of the day, we largely restored the pre-incident situation, and stabilization and restoration of services for the population are now ongoing.

The most difficult situation is in Kyiv. There is a significant heating shortage, with nearly 3,500 buildings in different districts still unheated. City authorities, utility services, and energy workers have promised to do everything possible to restore heating by tomorrow morning. But the pace must be faster. As for the water supply in Kyiv, all consumers in the city should have water today. Reports indicate they do, but we're checking - very carefully.

Electricity imports have been increased. Kharkiv, Chernihiv and the region, as well as Sumy, the Dnipro region - Dnipro, Kryvyi Rih - the Kyiv region and Kyiv, our other cities and communities, Vinnytsia and the region, Zhytomyr region, Kropyvnytskyi and the region, Poltava region, Cherkasy and the region, Donetsk region, Zaporizhzhia, Mykolaiv region, Kherson, Odesa and the region - I want to thank all our repair crews - everyone working to restore and restart systems, and on preserving Ukraine's energy sector under these extremely difficult conditions.

It is important to thank Ukrainian railway workers for all their efforts in maintaining logistics and our transport connections - especially in the regions close to the front line. Russian strikes hit Ukrzaliznytsia's infrastructure in Zaporizhzhia and the Dnipro region. The Russians' intention is obvious - to cut our cities off from one another. I want to thank everyone who is countering this. Ukrzaliznytsia is also assisting with repair crews at energy facilities in our cities.

Rustem Umerov reported throughout the day. We are in regular contact with the U.S. side and are waiting for them to provide specifics on further meetings. Ukraine is ready to work in all effective formats. What matters is the results. And that meetings happen. We are counting on meetings next week and are preparing for them.

One more thing. The front. No matter what happens, our positions and our defense on the front line remain the key to preserving Ukraine, our independence, and our ability to invest in diplomacy and rebuild life. I thank every one of our warriors.

I will especially recognize this week the 71st Jaeger Brigade, the 93rd and 100th Mechanized Brigades, the 25th Separate Assault Battalion, as well as the 425th Separate Assault Regiment, the 14th and 4th Operational Assignment Brigades of the National Guard of Ukraine. I also want to highlight the 5th Assault Brigade and the 1st and 225th Separate Assault Regiments. Thank you, warriors - you are true heroes!
