Notice of Pipeline Application, Petition for Confidential Treatment and Request for Expedited Treatment

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on January 26, 2026, Cook Inlet Pipe Line, LLC (CIPL) and Kenai Beluga Pipeline, LLC (KBPL) (collectively, Applicants) jointly filed an application for temporary connection and construction permits to connect CIPL's Tyonek Pipeline System (Tyonek W 10) to Hilcorp Alaska, LLC's (Hilcorp Alaska) lateral pipeline (Tyonek W 8) at Ladd Landing located on the northwest shoreline of the Cook Inlet. The Applicants also filed a request seeking approval of a connection agreement between CIPL, KBPL and Hilcorp Alaska related to the design, installation, construction and operation of the interconnect facilities. Docket P-26-005 was opened to address these filings.

In conjunction with the application, the Applicants filed a petition seeking confidential treatment of the diagrams on pages 25 through 27 of Exhibit A attached to the application. The Applicants contend that the diagrams constitute critical energy infrastructure information contemplated in 3 AAC 48.040(b)(13). Additionally, the Applicants request expedited consideration and approval of the application by April 1, 2026.

The Commission has not assessed the completeness of the application or ruled on the petition for confidential treatment. The Commission will rule on the petition for confidential treatment and determine whether the application is complete by March 23, 2026.
