Opportunity Zone 2.0
The City of San Rafael is actively participating it the State of California's Opportunity Zone 2.0 (OZ 2.0) nomination process.
The City submitted a comment letter to the State on August 27, 2026, recommending the selection census tracts 06041112202 (eastern Downtown) and 06041111001 (Southeast San Rafael). These top two census tracts were recommended by the San Rafael City Council with support from a broad cross-section of Marin County leaders and community organizations working on the ground to advance economic opportunity in the city.
OZ 2.0 designation can attract private investment and support San Rafael's policies to advance economic opportunity and enable long-term resilience.
