COLUMBUS - At its August board meeting, the Ohio Air Quality Development Authority (OAQDA) approved $3.91 million in air quality revenue bond financing for projects that will support job retention and creation, and help Ohio businesses meet regulatory requirements. In Columbiana County, a local concrete manufacturer will install new dust control equipment, enabling the business to meet federal air quality regulations while improving workplace safety. This project underscores OAQDA's ability to help small businesses navigate and comply with federal mandates through innovative financing solutions. The other approved project includes customer-sited energy infrastructure and energy efficiency upgrades at a workforce development and recovery facility in Greene County.

Projects approved for financing by OAQDA include:
Quaker City Concrete Products, a family-owned manufacturer, faced the need to meet updated federal dust control regulations, a costly investment that could strain a small business. OAQDA stepped in with up to $110,000 in cost-effective financing, including a grant of up to $20,000, to make the project possible. The new baghouse filtration system will allow the company to comply with US EPA requirements, safeguard the health of its 31 employees, and avoid potential operational disruptions. By providing flexible funding and a streamlined process, OAQDA helped this local employer turn a regulatory mandate into an opportunity to protect jobs, maintain competitiveness, and continue contributing to the region's economy.
Emerge Commerce Center in Xenia is making a major investment in its future workforce and operations with the help of up to $3.8 million in OAQDA financing. The project saves the business money with reduced utility bills by using energy-saving technologies, including a high-efficiency heating and cooling system, upgraded roof infrastructure with cooling features, and on-site solar generation. These improvements cut energy use by an estimated 70%, and lower operating costs that allow Emerge to reinvest these savings in its mission-driven work, which includes clinical recovery programs, workforce development, and fair-chance employment opportunities. The upgrades will sustain four existing jobs, create 15 part-time positions, and enhance the comfort and safety of the workplace, ensuring the organization can continue to grow its economic and community impact in Greene County.
These projects were approved by the OAQDA Board through its Clean Air Improvement Program (CAIP) and Small Business Assistance Program known as the Clean Air Resource Center (CARC), which serve as platforms for businesses and communities to access financing with third-party investors and capital providers along with other incentives for clean air projects. By reducing upfront costs and improving cash flow, these programs enable projects across Ohio to move forward with greater financial certainty and long-term benefits for businesses and residents alike.
