FORTY FORT, PA: Today, U.S. Representative Rob Bresnahan, Jr. (PA-08) announce his office submitted 20 Community Project Funding (CPF) requests to the House Committee on Appropriations in advance of Fiscal Year 2027 appropriations process. The total requested amount is over $59 Million in federal funding.
"I came to Congress to make sure the people of Northeastern Pennsylvania see their tax dollars put to work right here at home," said Rep. Bresnahan. "These Fiscal Year 2027 appropriations requests are about investing in our communities, strengthening public safety, improving infrastructure, and supporting local jobs. Every project was driven by local need, not Washington priorities. I'll keep fighting to bring these federal resources back to NEPA, where they can make a real difference for the families and communities we serve."
The CPF process allows Members of Congress to request federal funding for specific community development projects within their congressional districts. These requests are intended to support important community priorities such as infrastructure, economic development, healthcare, public safety, and other critical local needs.
Below are the 20 Community Project Funding requests submitted to the House Committee of Appropriations for FY2027:
1. West Side Regional Police Department Headquarters Construction
Amount Requested: $1,500,000
Recipient: West Side Regional Police Department, 228 Lackson Street Larksville, PA 18704
Subcommittee: Agriculture, Rural Development, Food and Drug Administration
Description: The funding would be used for the site development and construction necessary to establish a permanent, centralized headquarters for the West Side Regional Police Department. to improve operational efficiency, officer safety, and emergency response for the communities of Edwardsville and Larksville. The project will remove a long-standing lighted and unsafe property and consolidate public safety services to support cost-effective regional policing for the participating boroughs.
2. Shavertown Volunteer Fire Department Relocation & Modernization
Amount Requested: $3,670,000
Recipient: Shavertown Volunteer Fire Department, 149 N. Main Street Shavertown, PA 18708.
Subcommittee: Agriculture, Rural Development, Food and Drug Administration
Description: The funding will be used for the renovation and expansion of a fire department-owned facility to meet the growing operational demands of the Department. The current station, located in a flood zone, no longer supports the department's apparatus, personnel, or training needs. The project will directly benefit more than 30 volunteers and over 8,000 residents by enhancing emergency-response capabilities, training, administrative functions, and community outreach.
3. Carbondale Fire Department Ladder Truck
Amount Requested: $412,000
Recipient: City of Carbondale, 1 North Main Street Carbondale, PA 18407
Subcommittee: Agriculture, Rural Development, Food and Drug Administration
Description: The funding would be used to purchase a ladder truck for the Carbondale Fire Department, which will directly improve emergency response infrastructure throughout the community.
4. Butler Township Public Works and Municipal Garage
Amount Requested: $2,475,000
Recipient: Butler Township, 83 Corporate Drive Drums, PA 18222
Subcommittee: Agriculture, Rural Development, Food and Drug Administration
Description: The funding would be used for the construction of a new garage to consolidate public works operations into a modern, safe, and efficient facility. The project will be essential to sustaining reliable public services, safeguarding valuable equipment, and strengthening community safety. By providing modern public works operations, the project ensures faster emergency response, improved infrastructure maintenance, and long-term protection of taxpayer-funded assets.
5. Monroe County Control Center Interoperable Public Safety Radio System Implementation
Amount Requested: $3,500,000
Recipient: Monroe County Control Center
Subcommittee: Commerce, Justice, Science and Related Agencies
Project Description: The funding would be used to implement a countywide interoperable radio system, including infrastructure, equipment, and coverage enhancements to ensure reliable, secure communications for law enforcement. The system will strengthen public safety, improve geographic coverage, and ensure first responders have the reliable, interoperable communications infrastructure need to save lives and respond effectively to emergencies across Monroe County.
6. Blakely Borough Police Department Technology Upgrades
Amount Requested: $802,000
Recipient: Blakely Borough Police Department
Subcommittee: Commerce, Justice, Science and Related Agencies
Project Description: The funding would be used to modernize critical technology and equipment necessary for effective public safety operations. The technology will enhance officer safety, improve response capabilities, and ensure the department can meet modern policing standards while effectively protecting the Blakely Borough community.
7. City of Scranton Emergency Operations Center
Amount Requested: $2,343,750
Recipient: City of Scranton, 340 N Washington Avenue Scranton, PA 18502
Subcommittee: Homeland Security
Project Description: The funding would be used to construct and equip a mixed-use facility that will serve as a central coordination hub for disaster response. The EOC's primary functions will include situational awareness, resource management, operational planning and public information management. The proposed project will support incident management operations across multiple functional disciplines for the benefit of Lackawanna County and surrounding municipalities. The project is an appropriate use of taxpayer funds because it will ensure adequate emergency management coordination and public safety measures are in place in the event of a crisis or a natural disaster.
8. Goose Pond Dam Rehabilitation
Amount Requested: $2,800,000
Recipient: Monroe County, 1 Quaker Plaza Stroudsburg, PA 18360
Subcommittee: Homeland Security
Project Description: The funding would be used for a structural rehabilitation project of the aging Goose Pond Dam to bring the spillway and outlet structure back into compliance with current state and federal regulations. The project is an appropriate use of taxpayer funds because it will alleviate current maintenance and safety hazards and expand flood mitigation capacity to the over 40,000 people who live in its watershed.
9. Honesdale Borough for Stormwater Management Updates
Amount Requested: $1,700,000
Recipient: Honesdale Borough, 958 Main Street Honesdale, PA 18431
Subcommittee: Interior, Environment, and Related Agencies
Project Description: The project will involve the installation of 30 new inlet boxes and the extension of culvert piping to effectively capture and redirect stormwater from areas currently experiencing uncontrolled runoff. These improvements will address erosion, reduce the flow of pollutants into local waterways, and help prevent further environmental degradation, ensuring a safer, healthier, and more sustainable community.
10. Moses Taylor Hospital Women's Imaging and Breast Care Center
Amount Requested: $3,067,895
Recipient: Lackawanna County, 123 Wyoming Avenue, 5th Floor, Scranton, PA 18503
Subcommittee: Labor, Health and Human Services, Education, and Related Agencies
Project Description: The funding would be used to establish a comprehensive Women's Imaging and Breast Care Center at Moses Taylor Hospital, serving Lackawanna County and the surrounding northeastern Pennsylvania region. The center will expand access to screening, diagnostic imaging, biopsy, and surgical localization services in one location to improve early detection, reduce wait times, improve care coordination, and reduce travel burdens for patients.
11. Wayne Memorial Hospital MRI Machine
Amount Requested: $1,600,000
Recipient: Wayne Memorial Hospital, 601 Park Street Honesdale, PA 18431
Subcommittee: Labor, Health and Human Services, Education, and Related Agencies
Project Description: The funding would be used to support the replacement of a 22-year-old MRI system that no longer meets current clinical standards for image quality, efficiency, and patient safety. This project will allow Wayne Memorial Hospital to maintain a vital component of rural healthcare infrastructure by advancing current diagnostic capability, improving patient outcomes, and reducing disparities in healthcare access across the communities it serves.
12. Hazleton Police Department Building Construction
Amount Requested: $5,225,387
Recipient: Hazleton Police Department, 780 Church Street Hazleton, PA 18201
Subcommittee: Transportation, Housing, and Urban Development
Project Description: The funding would be used to support infrastructure upgrades to the Hazleton Police headquarters to resolve existing structural issues and improve operational reliability. The project will provide necessary improvements to ensure the Department can deliver critical public safety services, maintain resilience during emergencies, and reduce long-term operations and energy costs.
13. Greater Pittston Regional Ambulance Operations Center
Amount Requested: $2,200,000
Recipient: City of Pittston, 35 Broad Street Pittston, PA 18640
Subcommittee: Transportation, Housing, and Urban Development
Project Description: The funding would be used to complete the second stage of renovations to the headquarters facility of the Greater Pittston Regional Ambulance and Rescue Service Association (GPRA). As the only advanced life support provider in Luzerne County, this project will enable the GPRA to have modern and functional facilities to meet growing demand and ensure the delivery of high-quality emergency medical services to the 14 communities it serves.
14. Winona Bridge Improvement Project
Amount Requested: $2,000,000
Recipient: Pike County, 506 Broad Street, Milford, PA 18337
Subcommittee: Transportation, Housing, and Urban Development
Project Description: The funding would be used for the replacement of the Winona Falls Road County Bridge to restore full load capacity and ensure safe passage for emergency vehicles and daily traffic. The project addresses a critical transportation corridor that is essential for daily travel, regional connectivity, and emergency response, restoring safe and reliable access for residents, commuters, and first responders in Monroe and Pike Counties while preventing further deterioration and more costly long-term repairs.
15. Hoadley's Road Bridge Improvement
Amount Requested: $3,500,000
Recipient: Pennsylvania Department of Transportation District 4, 55 Keystone Industrial Park Road Dunmore, PA 18512
Subcommittee: Transportation, Housing, and Urban Development
Project Description: The funding would be used for the replacement of the State Route 3031 bridge over Middle Creek to restore full load capacity and ensure safe, reliable travel for vehicles and emergency services. The project will preserve a critical transportation link relied upon by approximately 1,300 vehicles daily, improves safety, and ensures uninterrupted access for emergency responders, essential deliveries, and local residents.
16. West Scranton Intermediate School Multi-Purpose Facility
Amount Requested: $10,295,000
Recipient: Scranton City School District, 425 North Washington Avenue Scranton, PA 18503
Subcommittee: Transportation, Housing, and Urban Development
Project Description: The funding would be used for the construction of a safe, ADA-compliant, facility capable of supporting year-round use at the West Scranton Intermediate School. The project is an appropriate use of taxpayer funds because it will serve over 9,400 students, address critical facility deficiencies, and strengthen the school district's capacity to deliver required physical education programming and school-based activities in a centralized, dependable environment.
17. Northeast Pennsylvania Computer Forensic Laboratory Construction
Amount Requested: $841,000
Recipient: Lackawanna County, 123 Wyoming Avenue, 5th Floor, Scranton, PA 18503
Subcommittee: Transportation, Housing, and Urban Development
Project Description: The funding would be used to renovate an empty floor within the Lackawanna County District Attorney's Office into a centralized digital forensic laboratory to help law enforcement agencies across Northeast Pennsylvania investigate and prosecute crimes involving digital evidence. The facility will expand access to specialized digital forensic equipment for multiple law enforcement agencies that currently lack this capability, reducing delays, case backlogs, and costs for local jurisdictions.
18. Luzerne County District Attorney's Office Central Court and Central Processing
Amount Requested: $8,400,000

Project Description: The funding would be used to renovate a former county warehouse to create a multi-purpose, centralized criminal justice facility housing Central Court and Central Processing. The project improves safety, accessibility, and efficiency within a secure environment for court operations. The facility will also improve access to diversion programs such as treatment court and behavioral health services, and allow the District Attorney's office, prosecutors, and public defenders to resolve cases more efficiently.
19. Stroudsburg Five Point Roundabout Conversion
Amount Requested: $1,600,000

Project Description: The funding would be used for the conversion of the Five Points intersection into a single-lane roundabout, including roadway reconfiguration, pedestrian safety improvements, and traffic control upgrades within the existing right-of-way. The project improves a critical transportation hub by reducing congestion, enhancing traffic flow, and increasing safety for drivers and pedestrians, while supporting regional mobility and economic activity in downtown Stroudsburg and the broader Pocono region.
20. NEIU 19 Early Intervention Center
Amount Requested: $2,000,000

Project Description: The funding would be used to construct a state-of-the-art Early Intervention Center at the NEIU 19 campus, serving as a centralized hub for specialized services for children with developmental delays and disabilities. The project expands access to critical early childhood services and school-readiness programs in a single location, improving coordination of care and supporting better educational outcomes across the region.
