Congressman Cohen Applauds Committee Inclusion of His Horse Transportation Safety Act

WASHINGTON - Congressman Steve Cohen (TN-9) today applauded the inclusion of his Horse Transportation Safety Act in the markup of the five-year surface transportation bill. The measure was included as an amendment and prohibits transport of equines in double-deck trailers. The same amendment also prohibits transportation of equines for slaughter and human consumption.

Congressman Cohen has long championed the humane treatment of horses and was named the Humane Society of the United States' Humane Horseman of the Year in 2022.

Congressman Cohen made the following statement:

"Horses deserve to be transported in as humane a manner as possible. Double-deck trailers do not provide adequate headroom for adult horses, and accidents involving double-deck trailers are a terrifying reminder that the practice is also dangerous to the driving public. Transporting horses can be precarious even in the best of circumstances, and we should not compound the risks with unsafe double-deck trailers."
