Celebrating the 15 Years of Service of Board of Ethics Chair Michael Reed

On April 1, 2026, Michael H. Reed, Esq. retired after 15 years of dedicated service with the Philadelphia Board of Ethics. Mr. Reed's principled leadership was instrumental in safeguarding and strengthening the City's commitment to ethics and public integrity over the past decade and a half.

Mr. Reed first joined the Board for a partial term on April 27, 2011 following nomination by Mayor Michael Nutter and approval by City Council. He was again appointed by Mayor Nutter to a full five-year term beginning in 2015 and later reappointed by Mayor James Kenney in 2020 to a second five-year term set to expire on November 16, 2025. By operation of law, his service was extended pursuant to Section 3-806(b) of the City's Home Rule Charter until his resignation in April of 2026.

Since becoming Chair in December of 2012, he led over 130 monthly meetings and served with 25 different staff members and 11 different Board members. Under his oversight, the Board promulgated and amended regulations 20 times, touching 8 of the Board's 9 regulations (excluding Board Reg. No. 6), and issued 46 Board advisory opinions. On the enforcement side, he helped resolve 140 matters through settlement agreement, 3 through judicial enforcement, and 4 through administrative adjudication. As the Board's longest-serving member and longest-serving Chair, he personally shepherded the agency from close after its initial establishment to its current standing as one of the country's leading municipal ethics bodies.

As he steps away from his time with the Board, Michael Reed leaves behind a legacy of commitment to excellence in public service. The Board of Ethics is grateful for his outstanding tenure and fondly wishes him the greatest success and enjoyment in his future endeavors.
