Washington, DC - TODAY, House Foreign Affairs Vice Ranking Member Gabe Amo (D-RI) introduced the Strengthening Uniform Procedures to Prevent Loss, Incineration, and Expiration of Supplies (SUPPLIES) Act, legislation to block President Donald Trump and Secretary of State Marco Rubio's reckless destruction of unused, taxpayer-funded foreign aid when contracts expire.
The SUPPLIES Act forces the State Department to put basic safeguards in place by requiring the State Department to establish guidance on handling unused supplies at the end of a contract to ensure that aid is not diverted, destroyed, or allowed to expire.
"Donald Trump and Marco Rubio aren't cutting waste, they're creating it and weakening America's standing on the world stage," said Vice Ranking Member Gabe Amo (D-RI) of the House Foreign Affairs Committee, "They've chosen to burn food, trash medicine, and dismantle America's moral leadership instead of feeding hungry families and saving lives. Destroying aid Americans already paid for betrays taxpayers, undercuts our farmers and producers, and tells the world we no longer stand for anything. The SUPPLIES Act will ensure that American aid saves lives and is a reminder to the world of our goodwill."

Background
In February 2025, after President Trump began to illegally dismantle USAID and shut down USAID's website, the guidance on what to do with leftover foreign aid was also deleted.
One year later, the State Department still has not created guidance for how to protect leftover supplies, and his foreign aid freeze had already led to the destruction and waste of over 500 tons of emergency food and $10 million of contraceptives. The SUPPLIES Act would create guidance to ensure that foreign aid supplies and commodities left over at the end of a contract are not destroyed but used in other areas of high need.
In September 2025, Amo introduced the SUPPLIES Act as an amendment to the House Foreign Affairs Committee State Reauthorization Markup.
In May 2025, Amo called out Secretary Rubio in the House Foreign Affairs Committee for his failure to deliver foreign aid, and Rubio falsely claimed that no one had died because of Trump's foreign aid cuts.
