During National Police Week, Evans Advances Three Public Safety Bills to the Full Homeland Security Committee

WASHINGTON- In honor of National Police Week, Congressman Gabe Evans advanced three bipartisan homeland security and public safety bills through the House Homeland Security Subcommittee on Counterterrorism and Intelligence. The legislation is focused on improving information-sharing, strengthening coordination with local law enforcement, and helping prevent terrorism and targeted violence before it happens.

The bipartisan bills advanced through the subcommittee unanimously include:

• H.R. 7764 - National Threat Evaluation and Reporting (NTER) Program Reassignment and Funding Reform Act of 2026
• H.R. 7574 - ELO Realignment and Strategic Engagement Reform Act of 2026
• H.R. 7427 - SAFE VISITS Act

Rep. Evans' NTER Program Reassignment and Funding Reform Act will transfer the National Threat Evaluation and Reporting Program from DHS Intelligence and Analysis to the DHS Office for State and Local Law Enforcement - helping better align the program with the local and state agencies it serves. The NTER program helps law enforcement identify, assess, and report threats of targeted violence and terrorism, including through initiatives like "See Something, Say Something." Homeland security starts with hometown security, which this bill aims to accomplish.

The ELO Realignment and Strategic Engagement Reform Actwould streamline duplicative functions within DHS to improve coordination and information-sharing between federal agencies and state and local law enforcement partners. The legislation centralizes outreach efforts, strengthens communication protocols, and helps direct more resources toward frontline public safety missions. As a former cop of over a decade in the Denver-metro area, Congressman Evans introduced this bill to help close the information gap between federal and local law enforcement, which can ultimately save lives.

The bipartisan SAFE VISITS Act- of which Congressman Evans is a co-sponsor of - strengthens security guidance and threat analysis related to foreign nationals seeking access to state, local, Tribal, and territorial government facilities, programs, and systems. This legislation helps provide local governments with accessible security guidance to better protect sensitive facilities and infrastructure from foreign threats during seemingly friendly diplomatic visits, academic exchanges, or international business and trade visits.

Congressman Evans has made public safety, homeland security, and support for law enforcement key priorities during his first term in Congress. Since taking office, Rep. Evans has introduced 20 bills, co-sponsored more than 200 pieces of legislation, and has passed 6 bills through the House.
