USDA Issues Quarantine Designation for Jefferson, Marquette, and Racine Counties

The United States Department of Agriculture (USDA) Farm Service Agency (FSA) extends much-needed emergency credit to producers recovering from natural disasters and, in this case, quarantines through emergency loans. Emergency loans can be used to meet various needs including the replacement of essential items such as equipment or livestock, reorganization of a farming operation or refinancing certain debts. FSA will review the loans based on the extent of losses, security available and repayment ability.

State: Wisconsin


Triggering Disaster Event:The Wisconsin Department of Agriculture Trade and Consumer Protection imposed this quarantine on September 24, 2025, due to damage and losses caused by Highly Pathogenic Avian Influenza (HPAI)

Application Deadline: 9/21/2026

Primary Counties Eligible:

  • Jefferson, Marquette, Racine

Contiguous Counties Also Eligible:

  • Adams, Columbia, Dane, Dodge, Green Lake, Kenosha, Milwaukee, Rock, Walworth, Waukesha, Waushara
