The Dubuque City Council recently approved a series of updates to Dubuque's building permitting and valuation process designed to make permits clearer, more consistent, and easier for both homeowners and contractors to navigate.
The changes take effect Dec. 1, 2025, and coincide with the upcoming launch of the new Citizenserve online permitting software.
The updated fee schedule and valuation practices focus on two primary goals: simplifying permit applications and improving consistency in how project valuations are determined.

These changes were developed with extensive input from local contractors and were unanimously supported by the City of Dubuque Building Code Advisory and Appeals Board. The updates are intended to improve transparency, reduce administrative complexity, and create a more user-friendly permitting experience.
City staff will closely monitor the first year of implementation to ensure the changes remain revenue-neutral while continuing to support a consistent and predictable permitting process.
The online permitting portal will be launched soon. Contractors for whom the City has an email address will receive a message with detailed information on how to create an account and access the Citizenserve portal.
