Little Eagle Man Sentenced to More Than 19 Years in Federal Prison for Child Sex Abuse

ABERDEEN - United States Attorney Ron Parsons announced today that U.S. District Judge Charles B. Kornmann has sentenced a Little Eagle, South Dakota, man convicted of Sexual Abuse of a Child Without Consent. The sentencing took place on October 13, 2026.

Russell Lawrence Has Horns, age 53, was sentenced to 19 years and seven months in federal prison, followed by five years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund.

Has Horns was indicted by a federal grand jury in July 2025. He pleaded guilty on May 15, 2026.

In 2016 or 2017, Has Horns began routinely having sexual intercourse with a five-year-old girl in Little Eagle, South Dakota, which lies within the Standing Rock Sioux Indian Reservation. The abuse continued until 2021.

This matter was prosecuted by the U.S. Attorney's Office because the Major Crimes Act, a federal statute, mandates that certain violent crimes alleged to have occurred in Indian Country be prosecuted in Federal Court as opposed to State Court.

This case was investigated by the FBI. Assistant U.S. Attorney Carl Thunem prosecuted the case.

Has Horns was remanded to the custody of the U.S. Marshals Service to serve his federal sentence.
