The Government of Brazil urges the Kingdoms of Thailand and Cambodia to immediately cease hostilities, to refrain from the disproportionate and unjustified use of military force and to comply with the norms of international humanitarian law, which stipulate the obligation to protect the civilian population.
Brazil expresses its expectation that Cambodia and Thailand will promptly resume dialogue with a view to seeking a peaceful and negotiated solution to their territorial disputes, in full respect for international law, the Charter of the United Nations and the pertinent decisions of the International Court of Justice.
In recognizing the central role of ASEAN in mediating the conflict, the Government of Brazil reaffirms the importance of observing the terms of the Kuala Lumpur Declaration, signed in October on the sidelines of the 47th ASEAN Summit.
The Government of Brazil advises that Brazilian citizens avoid travelling to the conflict area. The Embassies of Brazil in Bangkok and in Phnom Penh continue to monitor the situation and stand ready to provide appropriate consular assistance to Brazilian nationals in need.
