Cesar Apartments Acquired for Permanent Supportive Housing

With PHB funding support, Home Forward has acquired the recently-constructed Cesar Apartments, a 47-unit building in Richmond, to convert into Permanent Supportive Housing (PSH) for those exiting chronic homelessness. This strategy allows for new PSH to come online faster than new construction.

PHB is grateful to partner with Home Forward on the acquisition of the Cesar Apartments for conversion into Permanent Supportive Housing (PSH) for those exiting homelessness. The purchase of this 2022 building allows for new PSH to come online faster than new construction.

The Cesar includes 47 units from studios to 2-bedrooms, and is located in the Richmond neighborhood near transit, groceries, and parks. Home Forward is working with the Multnomah County's Homeless Services Department (formerly known as the Joint Office of Homeless Services) to select a provider for supportive services for PSH residents when they move in in June.

PHB allocated Metro Affordable Housing Bond and Multnomah County funds to facilitate this purchase, taking advantage of favorable market conditions to create new affordable homes at a lower cost than new construction. WE look forward to announcing more acquisition projects this year.

The Metro Bond is creating 2000+ affordable homes for low-income Portlanders, and exceeding all major goals, including family-size units, deeply affordable units, and PSH units.
