Commission services sign cooperation arrangement with Japan's Ministry of Internal Affairs and Communications to support the enforcement of digital platform regulation

During the fourth meeting of the EU-Japan Digital Partnership Council in Brussels, the Commission services responsible for the enforcement of the Digital Services Act (DSA) signed a cooperation arrangement with Japan's Ministry of Internal Affairs and Communications (MIC), which also serves as Japan's platform regulator.

The arrangement will support the Commission's and MIC's supervisory work towards online platforms, respectively the EU's DSA and the Japan's Information Distribution Platform Act. Areas of common interest are transparency requirements and notice and action mechanisms of online platforms. The cooperation will be carried out through technical expert dialogues, joint training of technical staff, sharing of best practices, joint studies, and coordinated research projects.

Effective and active cooperation with international partners is crucial to shape a secure and trusted online environment. The European Commission's Joint Communication on an International Digital Strategy for the European Union underlined this point in its joint vision for the EU's external digital policy, based on strong digital partnerships. The Strategy was welcomed by Council Conclusions on 20 November 2025.

The Commission services have signed similar administrative arrangements with the UK's Ofcom and Australia's eSafety Commissioner. Together with DG CNECT, the three authorities have launched a trilateral cooperation group on age assurance.
