John Senior and Stephen Del Rosso Join CNAS Board of Advisors

Washington, July 20, 2026 - The Center for a New American Security (CNAS) is pleased to welcome John Senior and Stephen Del Rosso to its Board of Advisors.

John Senior is a partner in Kirkland & Ellis's Investment Funds Group and one of the leaders of the firm's Liquidity Solutions Team, as well as a former foreign service officer with the U.S. State Department.

Stephen Del Rosso recently served as vice president of the international program at the Andrew Carnegie Foundation, formerly Carnegie Corporation of New York. He is also a former foreign service officer with the U.S. State Department and holds a PhD in political science.

"John and Stephen's blend of leadership and expertise in finance, law, philanthropy, and international diplomacy will be a great asset to our Board of Advisors," said Richard Fontaine, chief executive officer of CNAS. "We look forward to welcoming them and their contributions to the Center."

At Kirkland, Senior's practice focuses on counseling sponsors and investors in strategic secondary transactions, as well as advising on the organization and operation of private investment funds across a variety of investment strategies.

Prior to attending law school, Senior's diplomatic career included postings in India and Bulgaria, and he served as a U.S. negotiator in the United Nations Security Council. He holds the State Department's Superior Honor Award and the American Foreign Service Association's Sinclaire Award.

Over a decades-long career at Carnegie, Del Rosso led grantmaking in several areas, including work related to China, regional Track II diplomacy, peacebuilding in Africa, quantum international relations, and bridging the gap between the academic and policy worlds.

He served for a decade in the U.S. Foreign Service with overseas assignments in Central America and the Caribbean, and in Washington as staff officer to Secretary of State George Shultz, among other assignments.
